Turn off Wifi and Bluetooth scanning

Is there a way to turn off Wifi scanning in particular? A Google search suggested it can be turned on as part of an app adjusting location settings, even if I've previously turned it off manually in Android settings. Also the suggestion it can be done programmatically by modifying system settings, but not clear how I would do this with AM.
