Is it some kind of task killer or battery optimizer? You should be able to add AM to exclusion list, so it won't be killed. I'm not absolutely sure because I'm not Android developer, but I'm in conclusion that widgets needs a background service to work. Thus, your second request would be impossible...

You can use the command ifconfig without options to show all available interfaces and adapt the example accordingly.
